About Zoë
Zoë has more than 20 years working in health and care, helping people, teams and organisations make sense of complexity and turn good ideas into meaningful change.
For 11 years, she was part of NHS Horizons, where she co-led an internationally recognised team known for innovative approaches to change and improvement. She worked with leaders and teams across the NHS and beyond to tackle complex challenges, build confidence and capability, and create the conditions for change to take hold and last.
Zoë is fascinated by what makes change happen – and what gets in the way! Her work brings together quality improvement, organisational development, behavioural science, the psychology of change and social movements, alongside practical approaches such as Liberating Structures and Public Narrative. She enjoys finding the connections between these ideas and turning them into something useful that people can actually use.
Much of Zoë’s work is about people: helping leaders have better conversations, bringing people together around a shared purpose, creating space for different perspectives and building the confidence to try something new. She brings energy, curiosity and optimism to complex challenges, while staying grounded in the realities of the people and organisations she works with.
She believes meaningful change starts with connection – to people, to purpose and to the possibility of something better. And she believes work should be serious about making a difference, without taking itself too seriously.

Career highlights
1. Cervical Screening and Cancer Pathway Improvement
The first to implement national programmes using lean methodology. Training thousands of NHS staff and using the methodology to significantly improve the effectiveness and timeliness of cervical screening and cancer waits from eight weeks to five days.
2. School for Change Agents
Co-creating and scaling the School for Change Agents, a global improvement course accessed by 80,000 learners.
Participants reported increased confidence, energy and skills to make change happen.
3. COVID-19 National Wellbeing Programme
Leading the delivery of health and wellbeing sessions during COVID-19 for 1.3 million NHS staff.
Co-designing and facilitating support on topics such as trauma, moral injury, resilience, LGBTQ+ inclusion and health inequalities.
